The Dubai Tourist Board recommends: Good seats with the best view on Dubai’s official fireworks are the Burj Park, Burj Plaza or the Emaar Boulevard where you can enjoy the gigantic fireworks.

The streets are very crowded. Most localities require a fee for the New Year’s Eve (smaller restaurants), but should be booked in any case in a restaurant, if you do not want to stand in line forever or want to celebrate in the street.
